Fluff is more fibrous I guess and dust more like a light grain you get balls of fluff but not balls of dust if you get my drift!

Fluff is clean and more airy and dust is a fine dirt. Fluff
usually doesn't make people sneeze.

fluff is fibers off clothes, beding and carpets ect, dust is skin with a pinch of fluff

Fluff comes off of fabric, airborne dirt and dust comes off bigger debris of airborne dirt and dust. subsequently, airborne dirt and dust is = sand or airborne dirt and dust in smaller grains while Fluff is = fabric or fabrics in smaller-sized bits.

fluff is fabric, dust is a mixture of stuff like dirt particles and dead skins cells (lovely!)

Fluff = bits of clothing falling off garments, or hair falling out.
Dust = Dead skin, etc.

dust is individual particles; fluff is when they have congregated together to form what seems to be a bigger mass.
