There are some types of snail (well, Molluscan Gastropod anyhow) that do indeed have their heads inside their shell.
Critters like abalone and limpets have shells that cover their entire bodies - only the muscular foot extends outside, and it is usually firmly anchored to rock or another hard surface.
The more common garden and pond snails have reduced the level of protection afforded by the full coverage shell in trade for greater sensory acuity and a higher degree of mobility (compared with limpets and abalones anyhow).
Slugs are even more mobile, however their shelllessness is probably more related to living in habitats of low soil pH, which tends to dissolve the calcium carbonate shell of molluscs, rather than speed and mobility.

When snails are under threeat, they place their and bodies into their shells, then close the entrance to their shell with their hardened operculum. Therefore they don't need little helmets on their heads.

The shells aren't for protection, they are their houses.
Remember they don't move that fast so by the time they get home from work on Monday they would have to go straight out for their Saturday night piss up.
If they had helmets they would get helmet hair and wouldn't be able to pull on their night out.

They dont need to when they can retract their head inside at a moments notice.
And they are better off than slugs, anyway.
