I would imagine it has something to do from a loooooong time ago.....when 16 came with more privileges..buying cigarettes, and probably alcohol. Pretty much along the same line as "Sweet 16 and never been kissed"...when back in the day, a girl probably had NOT been kissed by the time she was 16...not so with today's standards.....
