Hi
As most people have said "Brasso" is the best option. if it is really badly tarnished use some very fine "wet and dry" (1200 grade), dip it in the Brasso. It will remove heavily tarnished stains in the brass far quicker than the Brasso which has a very fine abrasive content in it.
Check the brass has not been lacquered already you will need to remove that first.

You did'nt elaborate. Is it intricate, plain , large,?
Buy a cheap bottle of brown sauce smear it over the area leave overnite. Scrub it off , should be clean but dull.
Use metal polish to clean the brass, Polish well.
NOW Wash the finished brass with very hot soapy water and rinse well. This removes traces of polish, and it will require less cleaning next time.

Brasso and a lot of elbow grease, however if it is modern brass you may find an alternative to brasso...try your local hardware shop.

Depends how bad it is?, if it's just tarnished then Duragilt, now called BRASSO wadding. Then spray with clear laquer and never polish again.
If its really bad you will need a powered polishing wheel or pad and something a bit more abrasive.
