don't say that first i have to defeat the 8 gym leaders and the elite four because gym leader no. 8 (WALLACE) have gone to the sky pillar and i have to follow him.

You're quite right--you can't take on the last gym leader until you've taken care of Groudon and Kyogre. To get to Sky Pillar, you must Surf there. You'll find it on the water route East of Pacifidlog City. If you Surf, keep to the top of the screen and about midway through, you'll come across a break in the rocks. Pass through the break and you'll see the Sky Pillar.
Climb to the top and you'll find Rayquaza, which will trigger an event that should resolve the problems in Hoenn and allow you to continue your badge quest. When you decide to go after Rayquaza again, it will be in the same place in Sky Pillar. Note that you will need the Mach bike to navigate the cracked floors. Rayquaza will also be level 70 so be sure that you are appropriately strong.

It should be between the two island cities at the bottom of the map.
