Well.... You know it will be y=-3x+b so plug in the given {x,y} values and find b.
-1 = -3*2 + b
-1 = -6 +b
b = 5
and the equation of the line you want is y = -3x + 5

use the same gradient (3) to do (2,-1) so the equation you should get is y = -3x + 5
