Not sure what kind of industry you work in. If your office has a corporate culture, wear light color ladies suit (similar to the ones shown in Hindi movie "Corporate", worn by Bipasha Basu). You can use the similar make up too.
(Check this link for possible dress combination http://www.blonnet.com/catalyst/2002/09/12/stories/2002091200100300.htm)
Don't wear anything that is flashy or too bright for your dusky complexion.
Salwar Kameez is a good option, but make sure that you don't wear loose fitting dress, as you are saying you are short. Loose dress will make you look shorter. Choose soft colors.
If you like to wear skirts, that is also a good option. Wear shades of grey with shades of white as top.
I would say do not use dark shades of lipstick, but, some people like it. This is a choice you have to make.

Some of the safe colors that I can think of, are,
Light shade of Pink
Light shade Yellow
Whites

1. Wear clothes that are from one colour family. Eg. a blue top with denims.

2. Wear vertical lines. The narrower the lines, the slimmer you look.

3. Wearing black makes one look slimmer, which in turn makes you look taller.

4. Dusky skin is beautiful! Don't mess it up with pink foundation creams and white powder.

5. Wear yellow-based makeup.

6. Gold, browns, maroons, dark pinks and purples look good for eyes.

7. Browns, caramel colour, orange, orangish red and rust look good for lips.

8. No skin can beat the beauty of clear, smooth skin. So, take care of that. Thread your upperlip and chin if need be.

9. Moisturise your skin every night.

10. Flaunt good hair and good skin with no makeup and no accessories. I'm serious!

beauty is always skin deep.if you have flawless, glowing skin, then no need of make up.but ,some times we need make up.don't put on lots of make up.always use matte' finish, water proof make up.for darker skin type any shade of brown or earthy shades are best.at the day time no make up look is the best.for that effect first use cover stick,if there is any dark circle or spot.then use translucent powder, black /blue mascara, black kohl, one lighter &one darker shade of eye shadow.blend those properly.blush on will be also in brown, one shade lighter than your normal skin colour.use coloured gloss on lips.or you can use light orange & light brown.but blend it properly.for the evening use foundation base which blends well with your skin type.use little bit gliter on the sides of your eyes & chick bone.for shadow & blusher you can use bronze tones.golds are not for you.but if you are very dairing ,then be brave for using shades of red.but it may be little bit dangerous too,if you can't carry yourself properly.always put on same make up on back of your ear, neck, shoulder, otherwise it will look like a mask.
