no, I don't think so. - at least not for long. You won't be able to keep your eyes open.
I think fastest I ever went was about 90 mph on a motorbike, which isn't even that fast and thank you, I had enough to do to hold onto the thing for mine didn't have any windscreen, so I think you would need a closeable helmet AND a windscreen. In addition mine definitely wouldn't go that fast, so it wouldn't have been possible to ride it at 220 mph in any case.
Generally if you ride a motorbike without a helmet medical personal will refer to you as an organ donor.

The velocity of the wind will seer the eyeballs without goggles/face shield. The pain associated with any piece of dirt that flies in the face will be ungodly. If you fell at that speed, forget about the helmet, as the body isn't going to survive the impact.
Think of it this way: Hurricane Katrina while it was a Category 5 in the Gulf of Mexico and you're standing in front of the northeast eye wall. Even that much wind velocity pales to 220mph.

Bike, as in motorcycle? YES, But it is NOT a very smart choice. I am PRO-choice when it comes to helmets, and even I would NOT do something like that. And yes I do ride a motorcycle and would LOVE to be able to tell the excuse of a government we have to stuff it. But not at 220mph.
