Strictly speaking, a browser is defined as a program that enables you to gain access to a website hosted in a remote server (You may be in England, server in Canada) by an established protocol called http (hyper-text transmission protocol) which is done through an agency called URL (Uniform Resource Locator).
For Microsoft, popular browsers are internet explorer 5.0, 6.0, 7.0 and also netscape.
For Linux, Mozilla and Firefoz are the common browsers.
In layman's terms, a browser can be interpreted as the WINDOW that opens when you want to do NET SURFING. Nothing wrong with it.
