You never do it abroad, because you are conscious of the fact that you are liable to be punished for the wrong doing and that no VIP can save you from the arms of law. In the face of punishment , you tend to be law abiding. Therefore , the reasons why you don't do the same thing in this country are also evident. There is no enforcement of the law. And even our state machinery does not provide such amenities like dust bin in public places. They don't even provide for adequate toilet for the public. The difficulty is with our psyche. We have not grown out of our pastoral life style. We take whatever comes in our way and jettison whatever is not required by us. We are basically rural in our ancestry and our life style. The elements of rural mind set can be seen in all our activities. We need time to outgrow this tendency.

Shall I say truth... I never do that. And I don't blame others its our way of living, that is Bindaas attitude. We think if one does it will not make any difference but one must understand that drop by drop the ocean gets full. Hence its equally necessary that when we take soo much care of our homes then why don't we think that our home is the part of our Nation, If nation is not clean then who will see your home. So, the reason could be laziness, ettiquette, interest in doing so...(in keeping city clean).

We think I don't want this in my car no more & swoosh out the window it goes hoping the street sweaper will get it.My sister lives out in the country and people drop all kinds of stuff off out there like furniture & etc.

IN INDIA,ROADS LOOK LIKE GARBAGE DUMPS AND ADVENTURE PITS WITH A LOT OF BUMPERS AND HOLES AND DUST...
