For feet use a pumice stone to rub your feet (it's best to use that toward the end of your shower, so your feet are moist). Also another great tip is, right before bed, apply a great foot cream for extra dry skin and put on socks and sleep like that. It'll really help to moisten your feet.
For hands, I'm not so sure. It's kind of hard to keep hands taken care of. The best advice is to always have lotion. Keep a small one in your purse, in your work desk, etc. so that your hands are always moist.

To Take care of feet & hand Follow :-
1) put your feet& hand in hot water for 10 min
2) then dry it properly with napkin
3) Use pumic stone to clear all dead skin
4) Apply pack (basen, haldi,milk ) keep for 10-15min
5) then apply fresh cream & massage for 5 min
Try this remeady waithin a week u will see result

Have ur hands and feet dipped in warm water mixed with salt and lemon. Then scrub all the dead cells off and apply some lotion. You can also try applying heated oil on your feet before you go to bed.

Hmm.. Have you tried rubbing your hands with oil & sugar. You'll feel it very soft afterwards. I've done that years ago.

for what making them softer and cleaner? Go get a pedicure and a medicure then use that sand scrubby stuff and put creamy lotion on them.
