Public education is a public good. Everyone benefits regardless if they pay taxes or not. This is why immigration is such a big issue. Mexican citizens have kids who are American citizens who go to school but their parents are not paying taxes because they are here illegally. They are freeriders. (But there are economic benefits of illegal aliens such as cheap labor and increased production).

This is a question based on an unfounded assumption: that having an educated citizenry is NOT a public benefit. You really need to justify this assumption or at least try to explain it before going on to the next question about external affects.

I don't think its a good of any kind. If a kid goes to a Baptist school he thinks the Baptist Church is good. If he goes to a Catholic school he thinks the Catholic church is good.

What does he think is good if he goes to a Government school?

The external effect is a population that is brainwashed into thinking any problem can be solved by the correct application of the appropriate government program. A program for every problem. And the primary purpose of the government school will be to provide employment and pensions for government employees, who pay dues to the teachers union.
