(for rogues) Garrote and Ambush, which one should I use?

(for rogues) Garrote and Ambush, which one should I use?

I dont see the point in using Garrote (DoT) where as Ambush can hit someone with same damage or more, instantly.

Can someone explain when Garrote would be more effective than Ambush (note Garrote doesnt' do more damage in total).
