get whoever is pooping the limescale away to poop in the upstairs one too sometimes.

It may be because the downstairs one is used more often. The scale will form more readily in a bowl that is not flushed regularly. I have a toilet in an apartment off my garage that also has this problem. Use a drop in toilet treatment - like Vanish or something. Also try to flush the toilet daily. Doing this has helped me, and should do the trick for you.

Different water source. Does your house have a water softener? The upstairs bowl may not be connected.
Just toss in flat cola, scrub a little, and that scale is history.

The one downstairs is probably used more often and cleaned more often than the one upstairs.
