right click your start bar, go to toolbars .. and untick everything you see there.

Are you sure they are not "hidden" behind other applications on the task bar?
Check the applets of the task bar don't have a drop down arrow.
If you think it is something you did, then you can restore the PC to a time when it worked okay?
The PC saves restore points itself if you don't do this as a matter of course.

Have you got so many items on the taskbar that they're hidden? Right click on an empty area of the bar before you open any programs. Select 'unlock'. Grab the top of the taskbar and left click and drag upwards to make it wider. Then right click on it and select 'lock the taskbar'.
Then try opening a few programs to see what happens.

it can be that your setings is at hide toolbar.if not,some software might is not allowing you to access it.if not than heres a simple way.
press alt + tab buttons .you would see a icon on your dextop. keep the alt button pressed and blink tab.the thing tat you want to open ,bring the box on it by blinking tab without leaving alt and open it by leaving alt

try using windows default theme.because some desktop themes can cause problems like this. especially allienware themes suck.
