it doesnt become black becoz of 2 reasons
1- Hair is made of dead cells. when ever a cells is inactive itis pushed to become hair like. slowly other dead cells join and they together become a strand of hair. As they r dead they remain inactive. So when ever sunlight hits it it never reacts. The skin is made of living cells thats why if v fall down and our skin tears after a few days it grows back. A certain chemical in our skin reacts with the sunlight causing it 2 get dark
2- Our skin cells contain a certain pigment that contains a chemical. When ever this chemical gets some sunlight it makes more number of pigments but slowly.
So thats y v tan

uv light from the sun interacts with a pigment in the skin, causing it to darken, whereas the hair does not contain the same type of pigment. In fact the sun will lighten peoples hair.

The hair consists of DEAD cells, and the hair does not have pigment that causes the skin to tan, so the hair will not get darker.

Hair is made up of keratinized or dead cells, while the skin composes of live cells... These cells are known as melanocytes which are responsible for maaking the skin darker or lighter.
