They have to employ special communication hardware in your area in order to facilitate high speed data transfer. They have been replacing older equipment for many, many years, but there are still rural areas that are on old equipment.

If that's the case, who told you it's not available in your area? Contact them again and tell them what you just told me (all around you, they have it). Demand a detailed explanation. It makes no sense.
