Local pay tax. Since foreigners dont pay tax there for they have to pay more for education.

The extra fee is to compensate for the fact that they don't pay local taxes. (Of course, this assumes that residency is taken into account for those who may not be citizens/residents, but who have been living/working in the country for a while and paying taxes.)
