It's animal cruelty.

Here's a case in Palm Springs, the person who did it got a 3 years probation, 100 hours community service, and a $3,000 fine.

Deliberate injury to an animal (dog or otherwise) if it is not attacking you or trying to bite you, is a criminal offense in California. If it is trying to attack or bite you because you are provoking the dog, that too is a crime.

I don't live in California, but if a dog is trying to bite me and I can put my foot in his face I'm doin' it.

It is not nice to kick your dog. If it is not, it should be if you are hurting them.

If done for spite then it's "cruelty to animals". If for self defense then it's reasonable.
