Your best bet is to try either GameFaqs (www.gamefaqs.com) or The Sims 2 Resource (google it) - which has a Bulletin board and a smegtonne of downloads. Cheats - there are lots. The best of course is to use the motherlode cheat, if you're not sure how to get the cheat in the game you will need to look it up on either gamefaqs or the bulletinboards - but no doubt someone will post it here too.
The site Mod The Sims 2 is also a great resource for tweaks, fixes and modifications to the game, I suggest checking it out! The Sims Resource has non-modifying game downloads, like wallpapers or clothes.
GameFaqs has the cheatcodes (the other sites do too but GF's is easier to find).
For more information on the Boolean Cheats you'll need tutorials off Mod the sims or sims resource (or one of the myriad other sims sites out there).
