Basil II "the Bulgar-Slayer" (r.976 A.D.- 1025 A.D.)

After centuries of military losses, religious schisms, and debilitating inter-court scheming, Basil II, along with the other Macedonian soldier-emperors, put fear back into the hearts of "New Rome's" enemies. To bad Basil II didn't put much effort in producing an heir. His brother, Constantine VIII, and his nieces, Zoe and Theodora, were disasters for the empire.

Constantine was not a Byzantine emperor; he was Roman. Probably the greatest of the Byzantines was Justinian who founded a legal code that is partially still used today, established the foundations of Byzantine power that lasted nearly a thousand years; and brought order out of chaos for the entire Eastern Mediterranean. Constantine - he "legalised" Christianity by converting to Christianity himself. His wise efforts resulted in a strong Byzantine empire.

Its an emprress not an emperor,Theodora.Possibly the most powerful woman in Byzantine history.She was the wife of one of the most significant emperors Justinian I.
In addition to providing support and encouragement to Justinian, Theodora took part in making laws of the period (nearly all of which mention her name) and handled diplomatic functions ordinarily reserved for the emperor. She is famous for advising her husband to stand his ground during the Nika revolt, which he did successfully.

Theodora is well-known for sponsoring laws affecting women's rights in divorce, inheritance and guardianship, and prostitution; in particular, she saw to it that strict laws were passed preventing traffic in young girls.

it would have to be constantine, he was a great leader not cos he converted to christianity but he did a lot for the "holy roman empire". he encouraged a unification of all the roman empire states and we need a leader like him today
