The date depends on where you are. In 2006, in the northern hemisphere EST, it will be 3 minutes after midnight... very early on 9/23.
In the northern hemisphere it can range from 9/21 to 9/23 depending on the year.
In the southern hemisphere it was 3/21 this year.

Traditionally, usually the second or third week of September.
Unfortuantely because of Global Warming, the seasons are getting put out of wack more and more every year.
This year, I'd say around the second week of October. But if you're concerned about the trends of fashions, then go with the traditional standards. Thats how the fashion industry functions, they go at their own pace, despite what ever the world happens to be doing. Its always been like that.
