It is hard to tell what isn't propaganda in television and web news today, below is one reason why...
A New York Times editorial (March 16, 2005) entitled "And now, the counterfeit news" affirms that at least 20 U.S. federal agencies, like the Department of Defense and the U.S. Census Bureau, produced and distributed hundreds of TV news reports since 2001 that were aired as if they were produced by the media.

The original word for ADVERTISING was PROPAGANDA.
Propaganda is neutral word & not necessarily bad. There is a bad connotation associated with it associated with the scientific use of "buzz words."
Any advertisement is proaganda. Any advertiser propagates a message to gain the confidence in a concept. Concepts are virtual until they are realized.
In USA the word in the"Propganda" got its unsavory reputation during the Mac Carthy era. The then USSR and Communism behind the "Iron Curtain" was a bad thing and the governments & citizens were bad people. One of the avertisements used the word "propaganda" in a very dramatic voice. you wiil also hear it use in newsreels. This was propaganda about proaganda.
Voltare or Napolean said "History is an agreed upon lie."
A rarely noticed form is
History that is taught in schools and is common to common people fits into the category of agreed upon lies, just as the reporting of current events.
Go to old USA newspapers and read the events of the day. The information propagated about Native American, after the Lewis & Clark Expedition, was interesting.
Remember Lewis & Clark explored terrritory unknown to them all the way to the Pacific Ocean. They returned intact. They spoke of how well they were treated by the Native Americans.
Within a very few years the USA was at war with the same people that harmed none of Lewis & Clark's party.
Victims of propaganda are those that might have their minds open, but have little no filter of analysis to protect themselves.
The formost authority of propaganda was also the "Father" of what is known today as Behavoiral Social Science.
Another use of propaganda:
"The divine right of kings theory
21.3.1610 Speech to Parliament in which king James said "kings are not only God's lieutenants upon earth, and sit upon God's throne, but even by God himself they are called gods".
1611 Official (King James or Authorised) version of the Bible in English published. [See 393] The Bible story is largely chronological - beginning with the genesis of the world and ending with divine revelation of its end. It provided the framework for many historical explanations of nature and society. Usher gave it precise dates. For generations this book, more then any other, provided the English speaking peoples with poetry, history, religion, politics, ethics, names, imagery and visions, as well as a framework for natural and social science. Its downfall as the basis of science in the 19th century was a cultural cataclysm.
