You have to check your modem, your link speed, your line etc to find out the reason. Your computer speed, hardware components in your computer does affect the speed as well. Even your operating system and what you have been download from internet do slow down the internet speed also.

Thus, better get technical people to look into it.

I am sure you have dial up that doesn't help. Also if you built up alot of advertising cookies surfing the net on the computer it can slow it down. You need to run a good spyware program like AVG or look at others for free on dowload.com

it varies; if your on dial up, it could be the traffic at that time of day or it could be a dodgy phone line. You should be able to get your phone company to test the line.
if your on broadband then its a far quicker burst speed there fore you shouldn't have a problem. In saying that i have the basic package and i cant manage to get streaming radio or watch videos, but it good enough for what i require and a 10 fold improvement on dial up

Maybe you have too many programs open, try closing some
Do Disk Cleanup
Do Disk Defrag
Maybe it's your internet connection
