I have been composing some rock music and have written lyrics for the songs, but I cannot sing to save my life. I do not have much money to hire "professional" vocal talent but would like to find someone who will be right for the songs.

What is a fair compensation to offer a semi-pro or talented amateur record a vocal track per song, considering that it would be a non-profit hobby project.

It depends. If the singer loves the song and is not necesarily interested in money, he/she could do it for free. You should only pay for the studio and maybe try to get some media attention on the singer (like local TV, free promotion sites etc).
If not... I think 100 - 150 $ / song is a fair deal.
