A circle's radius is 2m and its diameter is 4m if the lines do NOT intersect, then they are parrallel. How would i show that each conditional is false by a counter example?

Your question is a bit confusing. I think there should be a period after 4m? You said "each conditional", but there is only one.
Anyways, a conditional statement is false only when the premise is true and the conclusion is false.

A counterexample would be an example where the radius and diameter do not intersect and are not parrallel.
You won't be able to find a counterexample since a line representing the radius of a circle will always intersect the diameter at the center of the circle.

Therefore the premise is true and the statement is always true.

They cannot be parrallel as the radius and diameter runs through the centre of the circle.

That's impossible... the radius and the diameter have to intersect, or at least touch. Maybe that's what they mean. They can be perpindicular. That's a stupid question for homework. Homework should be banned. I'm working on my Algebra as I type.

If two tangent lines to a circle are parallel then the line connecting the tangent points would for 2 90-degree angles with both lines and it would also go throigh the center fo the circle.

Also if two tangent lines to a circle are parallel the distance between them would be exactly the circles diameter.

The radius is half of the diameter, so they do not intersect and they are not parallel because they are the same line.

which "lines" are you referring to? the diameter and the radius? or are there lines inside the circle?
