I think you're right about James Buchanan. He's blamed for failing to prevent the civil war (some would suggest the latter was going to happen no matter what).
I give Andrew Johnson the silver medal for ending reconstruction without extracting an agreement from the South on civil rights for newly freed slaves (would have saved us decades of grief lasting through the present day).
And my bronze medal goes to Warren Harding for appointing crooks (his friends) to ranking government jobs. Corruption on his watch makes Haliburton look like a pick-pocket.
As for our favorite, George W Bush, posterity will judge...

Jimmy Carter. Hoover, Buchanon and Warren G. Harding would be good picks as well. Most likely, people who say Bush have no concept of pre-2000 American history. It's always easy to pick whoever is in power, but it is a choice for those lacking in critical thinking ability.
Jimmy Carter building houses for habitat for humanity has nothing to do with his utter failure as a President. Sure, he's a good person, but he was an awful President.
Besides, half of these people are unable to read the question. You asked who "was" the worst. Therefore the current President should be excluded.

This ballot is casebook party of extrapolating the incorrect conclusions from a survey. The 33% discern might want to nicely be in basic terms demanding-middle Obama haters and proves not something about the position a president stands relative to his friends with the final inhabitants. an same might want to nicely be stated for the 28% who say Bush is the "worst" or the 35% who say Reagan is "impressive." This ballot is a sturdy way for Quinnapaic to generate publicity, in spite of the undeniable fact that the approach would not help what they declare it does. (So says a South Dakota State grad who did his draw close's thesis on political polling.)

I would say Herbert Hoover, since he did NOTHING in the face of the nation's greatest economic disaster. Other presidents have faced greater perils (WWI, WWII, Civil War, etc), but Hoover stands alone as the president who, in the face of desperate times, stood by and waited for it to fix itself.
Harding doesn't rate in my book. Sure, he was a criminal, but he didn't sit back and watch as the nation deteriorated and millions lost their homes and jobs.
Nixon doesn't rate: he was a petty criminal paranoid, but he ended the war in Viet Nam, supported civil rights legislation, and signed the bill that gave 18-year-olds the vote.
Carter doesn't rate: he was a good man who tried to balance the budget and created economic inflation. He started research into alternative fuels, he stopped the draft, he comported himself with grace and dignity. He just couldn't handle 433 days of US hostages in Iran.
Clinton doesn't rate: if the measure of the president is leaving the country in better shape than you found it, he was a good one. He brokered deals between Dems and Reps, balanced the budget, championed the poor against the GOP desires to champion the wealthy.
Bush doesn't rate. I may not like what he's doing, I may not like why he's doing it, I may not like his methods in doing it, but we were attacked, and he's doing something about it. (Now if only he were doing the RIGHT thing...)

Jimmy Carter was by far the worst president of the last half century. In case you have forgotten, the highest taxes in history, run away inflation and a deficit three times that of today.Unemployement near 20%. If it was not for Ronald Reagon Iran would still have American hostages and we would be bankrupt.

Everyone who says bush and clinton are only thinking about now, but the true worst president was buchanan because he never did anything to keep the south and north at peace. He could have saved hundreds of thousands of lives, but instead we went to civil war.

Jimmy Carter. He handed Iran to the Ayatollah Khomeini on a silver platter and stabbed the Shah in the back. George Bush is now stuck with the result of those blunders because Clinton though he had the opportunity and the knowledge did nothing about it.

Probably Andrew Johnson. Granted, he was put in a bad spot after Lincoln's assassination, but he almost single-handedly re-started the Civil War and was the only President to get impeached for actual "political" reasons and not for bad taste in sexual partners...
