vader all the way. he can choke you just by thinking about it, and he'll taunt you with a little hand movement all the while. all the martial arts in the world aint gonna fight that. (and i'm a student of martial arts for about a decade).
and Vader is the classic evil guy, he's just iconic in that sense. maul was cool, but he's just never gonna surpass a certain level that vader left behind him when he first stepped onto the silver screen.

Darth Maul had the physical strength, but he was Palpatine's puppet.
Darth Vader had more knowledge of the force and used it to break away from the emperor. I know he died as a result, but I'd have to go with Vader. Simply because he had the balls to stand up to the emperor.

as far as evil goes. Vader. Maul was a pawn. pure and simple. besides look at the life span of Vader versus Maul. Have to say dig the tats on Maul though. To bad Vader had to go and Crispy himself up in a lava flow he could have had the tats too.

darth maul was extremely showy, which made him entertaining
but darth vader has been a social icon for over three decades
he is unmistakable and has proven to be the formidable antagonist throughout star wars and movie history
