Given the cedar smell comes from the natural oils and fibers of the wood, whatever you do is going to have to be an 'unnatural' treatment. Any wood dust that is sanded could cause respiratory problems if enough is inhaled. Wear a mask. But I doubt sanding it is going to restore the odor you are seeking for very long.

Only Eastern red cedar (sometimes called aromatic red cedar) has that distinctive, nontoxic scent, which has long been regarded as an effective insect repellent.
Lightly sanding the wood with fine-grit sandpaper ought to renew the scent. Just be aware that some people are bothered by cedar dust, which can cause temporary dermatitis or respiratory problems. If you’re sensitive to cedar, wear a dust mask and keep your skin covered while sanding. If sanding doesn’t have enough effect, rub cedar oil into the wood. The oil (available from Giles & Kendall, 800-225-6738) will replenish the wood’s smell and enhance its appearance, at least for a while.

You could always wear a mask and sand outside away from people.
Not sure if this really works but a friend claims she heard it from a friends whose cousin's roomate's sister's friend's aunt.....well you get the idea.....
If the chest does not have a varnish or sealent on it. Supposedly you can rub it with cedar oil. Use is like a polish and simply rub it into the wood until you achieve the desired amount of cedar smell.
If you do try this... test it on an small hidden spot. Apply a small amount let dry and check it for discoloration.

Buy a palm orbital sander that the paper sticks to the wheel with hook and loop fastening.
Also it should have a dust pick up with a decent filtration device. I bought a Black and Decker for under 30 $
