My vote is Paris in spring. Green, warm, fantastic architecture, food, atmosphere. Second would be Jerusalem, but that place has obvious down sides too.

How about Cape Town in spring? Sea, mountains, lush and exotic.

Stockholm, Sweden; it's extremely clean, efficient, and built on a bunch of forested islands surrounded by inlets.
Paris has some real dirty sections (like around Gare du Nord and Pigalle) but of course is charming.

Paris, there is the tower, the baton rouge, the louvre, all rolled into a city of romantics.
