Noggin used to be for teens but fell to the younger pre-k - 1st grade level...The-N has taken over for the teens but still has some controversial things maybe for the slightly older than teens to still enjoy.

Noggin itself is for kids up to elementary school.
The N is for teenagers.
They are on the same channel using a split broadcast schedule just like Nick. Jr, Nickelodeon, and Nick at Nite.

6am to 6pm (E) its for little kids... They refer to Noggin as "It's like preschool on TV." Then in the evening (The N) it's targeted towards teens.

not sure...my son used to watch kids shows on it, but i watched it when the movie Clueless came on which is totally a teen movie...

6yrs olds in the morning and teens in the afternoon.
