Vacuum first since most vacuums put some dust back in the air anyway. Even if it is a great vacuum you will still stir up the dust on the carpet and it will land on the furniture. If you use a dust rag with dusting spray on it the dust shouldn't fall back on the carpet. Well unless you haven't dusted for a hundred years.

dust the furniture first, because as you clean it, some of the dust alone would float off into the carpet even if you dont see it. so when you vacuum at the end, it cleans out ALL the dust youve had on and off your carpet.

Dust, then vacuum. This way any dust that ends up on the floor can be vacuumed up.

If the vac has a HEPA filter then dust first. If it doesn't, then it doesn't matter because some dust will escape the vac anyway.
