There is no manual written or rules stated that defines these tracks by length. However, generally speaking, anything a mile or less is considered a short track. Bristol, Martinsville, etc. Intermediate tracks are 1 to 1.5 mile tracks (not limited to those though) like California, Indianapolis (though a two miler, small banking limits speeds). Then the superspeedways are generally considered anything long, i.e. 2+ miles per lap. These are limited and special in the minds of fans. Daytona, of course, but also Talladega. These are characterized by long length, high banks, smooth surface, and MASSIVE grandstand areas. Texas was an exception with intermediate lengths but HUGE banking. This made open wheel cars unable to race there, for the speeds equated to scary high G-loads and was making them "gray-out" or nearly pass out while driving. NASCAR cars go slow enough to make this not an issue, but plenty fast anyhow.

One exception with grandstands though. Bristol recently added new seats to make capacity around 100,000+ attendees. Unreal for a half mile long track. Looks like a giant bowl from the air.
