It's that there are plenty of annoying people out there, and when one is told to calm down the others start up. Isn't it all an annoying competition for attention, and the winner is told to calm down only for the losers to be able to act up?

Yes, and sometimes it's called bullying. Supervisors do it all of the time.

outgoing people sometimes want the spotlight only to themselves, so it makes others irritable and try to compete for it.
