Because, oil companies buy the patent from the inventor, and then file away the patent. I've actually heard of this happening before.

Well I wish there was an idea of that need and then oil and gas would be quite the cheap thing even though oil and gas would be used for something else in our lives instead in cars, trucks, suvs and the sort. I mean the idea about that DELORIAN that was used in BACK TO THE FUTURE 1, 2, and 3 did not run on gas. It was some other fuel that was run by some costless fuel that was more like garbage or anything that could be grounded in a blender. LOL I hope this idea was aghast!

They tried a decade or so back but discovered that the theories they had on such engines was not possible to do. All the ones that claimed could work were all proven to be hoaxes (see first link).
They are currently working on electrically run cars, air fueled cars and even alcohol based fuels for cars (see second link).
What stops people from developing further is the fact that a lot of the alternatives cost more than the gasoline/petroleum based fuels, and research grants are dwindling.

That has been done. Fossil fuels have provided the most efficient and economical source of energy so far - steam engines used a while ago still required fossil fuels, and weren't as efficient as current diesel and gasoline engines. The problem now is, hydrogen technology may be cheap someday, but fossil fuels are currently needed to make hydrogen (cheaply).

Early cars DID run on steam but keeping a fire going to make steam was a pain. Modern cars run on air already. Without it fuel won't burn. Running on water is what a fuel cell car does. Well teh hydrogen part of it anyway.
