not sure where the spring goes it is missing.

The lever that goes into the crankcase ,has this got an internal flap attatched?

Your Briggs engine uses an air powered vane under the cowl, which uses air pressure derived from the cooling fan on the flywheel. This in turn pulls against a light tension spring connected to the carburetor linkage to give a differential pressure to the throttle spring. these springs are connected to the throttle butterfly bellcrank.

Well the govenor is operated by an air flap on this engine I believe
As engine slows down less air is forced against the flap causing it to start opening the throttle valve in the carb. Spring hooks to the bottom of this flap. Hope this helps some

Oh man this is funny......

Without model/type/and code numbers you can't tell if it has a windvane governor....
Of course being a 5hp engine, it more then likely has a internal governor... (yes its flaps inside)
Without knowing if its a horizontal or vertical.... I can't help you much.
If your missing springs, this does sound like the cause.... I'd recommend you order a repair manual for this briggs engine....

Try going on the B&S website to see if you can download a schematic for that particular engine. Usually most companies allow this to be done. Can't readily explain where it goes without looking at the engine. But sometimes they do have two or three springs on them. And they do have to get put on where they belong in order for the governor to operate properly.

pull crank rope cover off under cover is goverener is the wind off flywheel moves goverener spring hooks in little hole on shaft of goverener and runs down to carbrateron top of carb is a little like ovel with about 4,or so holes spring hooks in one may have to move to next hole and so on till you get the right pull you want govener to pull throutle open when in a pull.
