Katrina by far. Katrina was a cat 5 hurricane at peak intensity and at landfall, was a cat 3. Ernesto was a category 1 at peak intensity and was barely a tropical storm at landfall. I was in Florida for Ernesto.

The thing about Katrina is that it was devastating becasue New Orleans is in a giant piece of land that is much like a bowl, basically. The water filled up the bowl, and that is where all the problems came from. So I'm not sure Katrina was even all that strong, in terms of hurricanes, but I think Ernesto must be since it is hitting a place less set up for danger.
