Shhh. Don't tell anyone this:
See, there was this Evil Government, you know? They set up a bunch of Corporations to get really rich because they let them control all of the world's ...ummm....MOLASSES, yeah, yeah, Molasses...BLACK MOLASSES. Then, another country wanted to sell a lot of molasses, but the bad corporations would lose money when the price of 'molasses' fell, so they asked the government to help them take over this other country...see? The government said, "We can't attack that country unless we get attacked first, or the people will get mad." So, they thought and thought, and decided they had to fake an attack that was big enough to scare everybody, but they didn't want to lose money on the deal. ....
Well, you get the idea. Just remember to say "MOLASSES", not "oil", or everyone will call you a conspiracy nut.

exagerate a lot. try to make it funny. oh and make sure that you are the president.....
