It might be good to do it once in a while (it's supposed to clean out toxins in your prostate or something like that), but it's definitely not necessary to do it often. It can also put a drain on your body if you do it too frequently. Between one and three times per week sounds like plenty, especially if you don't feel compelled to do it. Since you don't do it much, I should point out that soap is bad lubrication and will harm your skin over time. Lotion or some sort of suitable oil is best. And use a light grip too or you might lose sensitivity. That can make it difficult to climax with a woman (or so I've read; I'm a virgin). If you've NEVER masturbated before, keep in mind that the first time will probably require some effort on your part (exertion from parts of your body that you never knew existed). Good night!

It is up to you. If you have religious beliefs that would make you feel guilty doing it, because your pastor or priest or other relgious leader said it was a sin, then you won't enjoy it anyway.
If you don't have the religious hangups, but don't want to, that's ok too. There is no such thing as blue balls, your body reabsorbs any unused sperm; while you might get a full feeling if you don't ejaculate, it won't harm you. If you have never masterbated, you may want to try it and see if it is something you would like doing. Stats say over 90% of boys/men masterbate, and from personal experience I recommend it as a stress reliever. Certainly you need to masterbate before you have intercourse, otherwise you won't know what to really expect.

If you don't have any desire to do it or are not doing it because of religious or any other personal reasons, nothing wrong with not doing it. Nocturnal emissions (wet dreams) should take care of built up semen. Keep in mind that masturbation is completely healthy, normal and fun though. No side effects, substantial short and long term physical benefits in fact. Most of us do it regularly, but if you don't feel the need to do it for any reason...well it's your body and your life!

There is no "should". Do it if it feels good.
Just make sure you're in a safe place where you won't be interrupted or embarrassed, and use plenty of good lube so you don't rub yourself raw.
If you feel the need to do it, don't force yourself.
