Dress slacks, a button down shirt, nice shoes, and a good belt. A tie and jacket are optional, but it should only be one or the other and not both. A full suit, or look of one, is usually more formal than cocktail.
If he opts for a jacket, then leave the shirt collar unbuttoned at the top (1 or 2 buttons, no more) and don't button the jacket, leave it loose.
If he chooses to wear a tie, then it should be something colorful, not dull. Another look is the monochromatic, where the tie and shirt are the same color.
I prefer the jacket and no tie look myself. If he gets too hot he can take off the jacket, and if he gets too cold he's got something to put on. Not to mention the points he can score; if his date is in a strapless dress and she gets cold, offering his jacket is a big plus with women.
