I'm afraid the government are only doing what Europe and the yanks tell us.
A couple of years ago a packet of 10 gigs cost 1shilling and 5pence old money which is approx 8pence in new money . the government were encouraging smoking drinking and driving as these were their main sources of income.
Now we are allowed on to drink the minimum driving they are trying to tax us out of doing it. smoking is already banned in a lot of places and will be all over soon.
But where are the government going to get their tax's then.

If you get black bags you only get 1 a week otherwise your making to much rubbish for the bin men to manage, so you get finded £100 for having to much.
There are community Tips where you take you own rubbish which you have to sort out into recyclable groups, but at these sites there is always loads of council men standing around, what are they paid for. But even though your only allowed 1 black bag, and you take your own stuff to the tip they still tax you to the hilt with community charge. What they should ban are all the immigrants that keep coming over here. Just think because of then we can't afford to look after our own. Young Old Disabled and Medical Treatment
