You are probably going to laugh and say "HELL NO" but Fargo, North Dakota. I grew up here, and granted it doesn't have all the highlights that a larger city offers (crazy night clubs, etc.) it is VERY FAMILY oriented. We recently have had MANY family's move here from larger cities. According to FBI data, North Dakota was the safest place in the nation in 2004 and 2005. And we can proudly say that we are the only state to have never experienced an earthquake. We also have the largest number of millionaire per capita than any other state.
I don't know how to convince you that this is the best option, and it very well might not be for your taste. But do some research. Looking around. I hope this helped...hopefully you didn't laugh too hard.

***North Dakota is the 12th-most affordable state to live in, with an overall cost of living at 7% below the national average, and housing costs—including houses and apartments—coming in at 12.5% below average. Crime rates consistently rank among the lowest in the nation. In fact, North Dakota ranks 50th (the lowest in the U.S.) for violent crimes.

p.s. we have cars...i've never seen a horse drawn buggy. lol. so don't believe the common hype till you do the research!

Seattle.
Done.
Nice big city, but amazingly clean (physically) and with very kind people living in it. There are many inexpensive suburbs right near by (I'd go for Kirkland).
Public schools are alright, LOTS of nice private schools- it's really a mecca for great education, and most offer financial assistance (try UCDS elementary school).
Great for families- it's a city, so there's lots to do, but it's clean and friendly, so you don't have to worry about going downtown with your kids.
Great dining (an international district-- just like NYC!! Only cleaner, and tons of seafood), wonderful Pacific Northwest beaches and lakes (Green Lake has wonderful walking and biking and paddleboating and playgrounding opportunities), great people (#3 on the politest drivers list), and although it may seem remote, Seattle is a beautiful bustling city with many sub-cities nearby. You won't feel the least bit remote, I promise.

Areas of CT are very nice- stay out of Bridgeport, Norwich, New Haven and Hartford. Close to NYC is expensive.

Pick just north of New Haven- everything is 45 mins away max and fabulous schools except for the occasional district a little checking can tell you where not to live school wise. but CT primary schools are great for public schools.

Former CT resident- Just north of New Haven in a small quiet town.
