different situations need different advice(s).

the 1st advice is meant for scenario when time seems to pass very slowly and things need to be solved.

the 2nd advice is for scenario when too many things are giving a person too many stress and he or she needs a rest or time to reaccess the situation(s) step by step.

A lot has to do with context. The most obvious is Leviticus is God telling Moses that all the dirty little secrets about sex are bad, and is expounding on adultery in the 18th chapter and two brothers marrying the same woman at the same time, familial bigamy. Deuteronomy is speaking about the death of one brother and the continuation and strengthening of the bloodline. Leviticus is speaking to perversion and Deuteronomy preservation. Also, Deuteronomy is a game of telephone. In Leviticus, God is telling Moses what's what. In Deuteronomy, Moses is bringing this message back to the people and expounding on it.
