Whose point of view are you taking?
Certainly not that of Indians, Africans, and Middle Easterners, not forgetting Pakistanis..
When you say the 'know-how' of the Chinese in quelling, I guess you mean Tien-An-Men style quelling...
The Chinese themselves would be wary of doing this.
India is a nuclear power in it's own right, and if it's forces were not busy on the Pakistani border, China would be keeping an extremely wary eye on her.
The 'Muslim' countries pose a second set of problems. China is not known for treating minoroties with great respect, hence if they decided to help the US out and do their dirty work in the Middle East, then they would face constant revolt, diverting their resources unnecessarily. China would face worse than the US faced in Vietnam, much worse.
'Development' is not necessarily what everyone wants, that's what you need to understand; neither is 'democracy'.
China is not stupid. Neither is India. They are growing as far as they can on their own terms, and they realise that they can get what they need without antagonising other countries US-style. At the moment they are not super powers, on the contrary, they propose a fledgling alternative to US hegemony. So softly-softly would suit them better.
Were China to Annexe India, Africa and the Middle East, it would be the most stupid thing they could do to their own interests; but of course, the best thing they could do in favour of the interests of the US.
As for the rest of the world, including Europe, I think everyone is better off with China having a softly softly approach. As China and India devote their energies to growth, they will demand more products that European economies produce, so it is good for Europe (and as a matter of fact for the pure commercial US interests) for China to grow.
So to answer your question:
If you are taking a short term US point of view yes.
(Short term because if China gets that powerful, then why should she stop there?)
If you are looking from the point of view of the rest of the world, no.
Even from China's point of view, no.
If China does have any expansionary views, I think Vietnam or Myanmar would be their best first step, but as I said, there is no need for that.

I believe it says somewhere in the Bible that the "yellow" race will become supreme. China and India are both developing superpowers and will probably use up all the earth's power very soon and I fear for the future.
