Just some general ideas:
1) Think about the costs and benefits of any actions taken by the government.
2) Analyse those costs and benefits to different groups of people (e.g. society in general and the ruling party) Something good for british workers may be costly for the government politically (e.g. upseting employers)
3) Jot down the points, then plan the structure of the esay. Additional view / information about current environment leading to the discussion can earn you extra bonus.
4) Be clear with your stand on the matter. Either agree or disagree, but give a multi-angle analysis of the subject, to show how your opinion is formed based on your views.
5) Think.

I think the first thing you need to do is decide who you feel about this. What's your standpoint? And also important, what's the word count? 2,000 words? That's less than 4 pages of typed A4 sheet on single line spacing, with a font size 11. Not so daunting really :-)
Then you need to make a list of points that support your standpoint. I'd go with breaking down the question, comparing Eastern Block workers current employablility skills with UK nationals, then training, then job creating, and you could also discuss the gap and what seems to have caused it. You might also like to include points about language and cultural barriers.
Then you need to get some documentation to support your list of points (as they support your standpoint). Newspaper articles, employment agency newsletters, etc. would be helpful here. Lots to be googled ... you could even interview some Eastern bloc workers if there's time.
Then you need to write your points into paragraphs, and try to put them in some kind of logical and coherent order. When you've done this, read it through again, and write your introduction and your conclusion. Don't forget to put a list of sources of your supporting documentation at the end, this is really important.

Resurch the pros and cons of education and the financial cost vs the the economic impact and cost savings of a better educated work fource. then write a 500 to 750 word essay typed double spaced in 12 point Times new Roman type face. proff read it for spelling, gtammar and be sure to cyte your refrencies properly.
I assume that you are in the UK, and not the US so I cannot recomend a format for you. If you are in the US use MLA format.
