Hello, I am making a website and am wondering in order what is the least painful to the most painful, out of:
ear lobe, ear cartalidge, eyebrow, bellybutton, nose, female genetalia, male genetalia?

The fact is that how much or little a piercing hurts will vary from person to person, I've known people who said their navel was teh most painful piercing and I've known people who said it didn't hurt at all, so opposite ends of the spectrum for the same piercing. You get that opposite reactions alot with nipple piercings and hood piercins as well.
but if you are determined to rate them in order you may want a more complete list of piercings, nose for instance...nostril or septum?
female genitalia...inner labia, outer labia, hood, traiangle, or christina? Different amounts of pain for each.
My opinion on these is as follows from least painful to most (in my opinion actual pain will vary from person to person).
Tongue Webbing (under the tongue)
Tongue
Smiley (the little web between the upper lip and the gums)
Eyebrow
verticle bridge
horozontal bridge
Hafada
Clitoral Hood
Ear lobe
Navel
Lip or Labret
Monroe (or medusa)
Angel kiss or vert labret
inner labia

Uvula (the little punching bag in the back of your throat)

There may be some I missed in this list such as surface piercings wich the pain will vary depending on where the piercing is placed on the body as those can be done just about anywhere. Again keep in mind pain varries from person to person and the above list is the majority opinion not fact!

The order you have is pretty good. Though belly button and eyebrow are probably interchangeable and I've don't have to have a genitalia piercing to know it hurts like a mother!
Though food for thought: Everyone experiences pain differently so putting them in order might not be helpful. Instead think about offering testimonials. If you like I'd give you one for the ears (lobes and cartilage) and navel. Just let me know.

I have only had my nose, ear lobe and ear cartilidge pierced and the nose was the least painful, and the ear lobe and cartilidge were about the same. My boyfriend had his nipple, tongue and ears pierced. He says tongue is worse than ears, and the nipple was possibly the worst pain he's ever felt. I have heard the nape of the neck is very painful too - and really ugly.

ear lobe is less painful to me , ear cartilage was the worst to heal...it took about a year and a half.....the ear lobe i got done when i was 2 and i didn't even wince...so my mom tells me.
i have 7 piercings total they are all on my ear but none of them hurt that bad

Just READING about piercing genitalia -- male or female -- makes me wince!
Least painful is definitely ear lobe, which is where I stopped!

I believe the most painful was my bellybutton . The least was my tongue , monroe, ears and nose
