Does breast tenderness go away and come back off and on during the first few weeks of pregnancy?

Yes, as your body adjusts to different levels of hormones...it will come back with a vengeance after birth when your breasts produce milk. That too, goes away after about 4-5 days. Use warm washcloths to feel better. Wear a properly fitting bra. Your breast size may have changed, so go to a special bra store, and ask one of the experienced ladies to get you fitted correctly. Improperly fitting bras will also cause tenderness.

Your breast will stay tender the whole time worse in the first part of the pregnancy ~~ oh but honey wait tell your milk drops after the baby is born! Now that is pain!!

My experience was that it was pretty bad the first trimester, then subsided, until I had my babies...Then engorgement which SUCKS! Good luck.
