Its called a "Head Dress" at least thats what an Anthropologist would call it.
Its purely a ceremonial piece of cultural attire. It was never worn into combat. Since it would only get in the way of actual fighting.

Actually it is a ceremonial head dress worn at tribal meeting to indicate rank among chiefs
