What do I need to subscribe to in the uk to watch all the states programmes on my comp?

try a web site called freetv4all.com

You are probably better off sticking with torrents.

The popular series(House, CSI, etc) are shown only a couple of days before the torrent appears and the quality is so much better than live TV feeds.

Once you have downloaded a video, open it by clicking on the file on your computer...what do you mean LIVE?
