Your answer depends on what you mean by your house not being level, and what kind of foundation you have.
If your house has a footer/concrete block perimeter and a sub-floor, you can use house jacks to get the floor level using a water level, then make the necessary repairs to your perimeter blocks.
If you have a concrete slab on the ground, then you are in for one big headache,as well as a major expense. This means that the site was not properly prepared and packed, and your best bet in this case is going to be to hire a house moving service to raise it completely off the ground, properly prepare the site, and re-set the entire house.
Whichever way you go with this, I can't stress enough the importance of using a reputable licensed contractor that knows what they are doing. Failure to do this could result in serious injury or even death.

first, consult a licensed foundation contractor.

best way is to tear out the old bad portions of the foundation and pour a new one. other fixes are possible but lacking and i wont recommend them.
